Difference Between Open-Ended and Closed-Ended Car Leasing

What is Open-Ended?

This is a contract method where the residual value is specified in the contract and the difference between the appraised value and the residual value is settled at the end of the contract. Therefore, depending on the residual value you set, you may be able to reduce the monthly fee, but you should be aware of the possibility of additional charges. Note that in the open-ended method, you can buy the car by paying the difference from the appraised value.

What is Close-Ended?

This is a contract method in which monthly charges are calculated without disclosing the residual value at the time of contract and the difference is not settled. Depending on the service, monthly payments may be higher than with the open-ended method. In addition, since the principle of car leasing is to restore the car to its original condition at the end of the contract, penalties and repair costs may be charged if the car is used in extremely poor condition. The basic options at the end of the contract are to return the car or extend the lease term.

At expiration of lease contract

Notes on residual value settlement	A higher residual value will result in lower lease payments, but if the appraisal at the end of the contract is lower than the residual value, you will be responsible for the cost of the lease.	Since the responsibility for residual value settlement rests with the leasing company, you do not need to worry about fluctuations in the value of the car, as long as you use it in a sensible manner.

外国人の方が海外から日本にやって来て、外国の免許から日本の免許に切り替える際に必要な手続きや書類、資格などについて解説します。

I will explain the procedures, documents, qualifications, etc. required when switching from a foreign license to a Japanese license.

外国の免許から日本の免許への切り替えについて（About switching from a foreign license to a Japanese license）

各都道府県警察の運転免許センターで、外国の免許を日本の免許に切り替えることが可能です。この作業を「外免切替（がいめんきりかえ）」と呼びます。外免切替するには、以下の2つの要素を同時に満たしていなければなりません。

It is possible to switch at the Driver’s License Center. This work is called “Gaimen-Kirikae”. To switch, the following two factors must be met at the same time.

○外国免許証が「有効」であること（Foreign license is “valid”）

○外国免許証を取得した日から通算で3カ月以上その国に滞在したことが証明できること（You can prove that you have stayed in the country for a total of 3 months or more from the date you obtained your foreign driver’s license.）

外免切替の流れ（Switching flow）

外免切替の流れは、以下の通りです。

Switching flow is as follows.

①申請書類の提出（Submission of application documents）

②適性試験（Aptitude test）

③交通規則の知識確認（Traffic rules test）

④運転技能の確認（Driving skills test）

⑤日本の運転免許証取得（Obtaining a Japanese driver’s license）

知識確認・技能確認試験を免除する国と技能確認を免除する国（Countries exempt from knowledge or skill tests）

①知識確認と技能確認の両方を免除する国（Countries exempt from both knowledge and skill tests）

②技能確認のみを免除する国（Country exempt from skill test only）

免許を取得した国によっては、以上のように試験を免除される場合があります。それぞれの詳細は以下の通りです。

受付日と受付時間（Reception date and reception time）

受付は平日（月～金曜日）の8：30～15：00です。ただし、11：00～13：00の間を除きます。土・日・祝日と年末年始は、受け付けてくれません。

Only acceptable in weekday, 8：30～15：00（exclude 11：00～13：00）. Do not accept Saturdays, Sundays, national holidays and the year-end and New Year holidays.

手数料（Commission）

車種別の手数料は、以下の通りです。

必要書類（Required documents）

必要となる書類は、以下の通りです。

The required documents are as follows.

①有効な外国の免許証（Valid foreign driver’s license）

②【①】の日本語翻訳文（Japanese translation of valid foreign driver’s license）

③日本の運転免許証（Japanese driver’s license, If you have）

④本籍が記載された住民票の写し（Copy of resident’s card with your domicile）

※外国籍の方は、国籍等・在留資格・在留期間の記載が必要（※Foreign nationals need to state their nationality, status of residence, and period of stay）

⑤パスポートなど（passport or some kind of document issued by authoritative institution）

⑥居住地を証明できる書類（Documents that can prove your place of residence）

⑦運転免許を取得した国に、運転免許を取得後通算して3か月以上滞在したことが確認できる書類（Documents that confirm that you have stayed for a total of 3 months or more after obtaining a driver’s license in a country where you have obtained a driver’s license）

⑧申請用写真（Application photo）

⑨運転免許取得国滞在状況一覧表（List of stays in countries where you have a driver’s license※need to download from Home Page of Metropolitan Police Department）

⑩その他追加で書類が必要となる場合あり（Other documents may be required）

資格（Requirements）

以下の条件を満たしていなければなりません。

The following conditions must be met at the same time.

①18歳以上（18 years old and over）

②外国等で運転免許を取得後、その国などに通算して3か月以上滞在していた方（Those who have stayed in a foreign country for a total of 3 months or more after obtaining a driver’s license）

③普通、二輪免許：視力が両眼で0.7以上、かつ、一眼でそれぞれ0.3以上（Ordinary and motorcycle license：Visual acuity of 0.7 or more for both eyes and 0.3 or more for each eye）

③準中型免許、大型免許：視力が両眼で0.8以上、かつ、一眼でそれぞれ0.5以上（Semi-medium, large-sized license：Visual acuity of 0.8 or more for both eyes and 0.5 or more for each eye）

④過去に取消処分を受けた場合、1年以内に取消処分者講習を受講し、かつ、欠格期間を経過していること（If you have been revoked in the past, you must have taken the revocation class within one year and the disqualification period has passed.）

Renewal from a foreign license to a Japanese license is not easy.

There are two tests for license renewal

The first is a written exam.

It is a simple test about Japanese traffic rules. It is in English.

Answer with ⚪︎ for correct and ✖︎ for incorrect.

You must pass this written exam to take the driving test.

The second is a driving test

It is conducted at the driving school.

It is a very difficult test.

This is because Japanese traffic rules are very strict even by global standards.

Many people take the exam twice or three times.

It is very unlikely that you will pass the test knowing nothing about it.

At the Asahi Driving School, we use the actual course used for the test and give lessons on the points to pay attention to in the driving test.

Our instructors at the Asahi Driving School speak English, so you should be fine.

An administrator who speaks only Japanese

The actual test is conducted by an administrator who speaks only Japanese.

If you do not speak Japanese at all, you must also understand the English pronunciation spoken by the Japanese.

How to make a reservation

*Reservations must be made by phone in person, so we recommend making reservations in a situation where you have a Japanese-speaking friend or acquaintance nearby.

Please contact the Asahi Driving School.

We will coordinate your appointment.

Step 2: Book a course

Contact the driving school yourself to make an appointment.

After completing the reservation, you will receive a call back from the center.

*Reservation names are written in katakana, not in alphabet.

If you have anything to worry about, we are here to support you.

Step 3: On the day

We will meet you in front of the driving school.

We will tell you the name of the instructor, his/her phone number, and the vehicle to be used for the training at least the day before the course.

Things to bring on the day

Identification such as passport, resident card, health insurance card, etc.
Personal seal (if you don’t have one, just use your signature)
Japanese Yen 2,200 (course rental fee)

Payment is made in advance by credit card online.
